OPEC vs. Non-OPEC Oil Production

OPEC's 11 members produce a substantial share of world crude — but most of the largest individual producers, including the top two, are not members at all. Here is every major producer ranked and tagged, and how OPEC+ widens the picture beyond OPEC itself.

Reconciling the Totals

Why the OPEC subtotal above looks small

  • Only 5 of OPEC's 11 members (Saudi Arabia, Iraq, Iran, Kuwait, Nigeria) produce enough to rank in the world's top 15 — the other six (Libya, Algeria, Venezuela, Congo, Gabon, Equatorial Guinea) are smaller producers.
  • Counting all 11 members, OPEC's full output was 26.21 Mb/d in 2025 — see the complete OPEC production ranking.

OPEC vs. OPEC+ vs. independent

  • OPEC (11 members) sets formal production quotas among itself.
  • OPEC+ adds coordinating non-members — Russia, Kazakhstan and Mexico are the three in the top 15 above — bringing the coalition to roughly half of world output.
  • Independent producers, led by the US, set output with no quota at all — the reason US shale has been the main check on OPEC+'s pricing power since the 2010s.

OPEC vs. Non-OPEC FAQ

What share of world oil production is OPEC?

OPEC's 11 members produced 26.2 million barrels a day of crude in 2025, according to EIA International Energy Statistics — around 31% of world crude oil production, per EIA estimates. That is down from roughly a third to two-fifths in past decades, mainly because US shale output has grown so much since 2010.

What is the difference between OPEC and OPEC+?

OPEC is the 11-member cartel itself. OPEC+ is the wider coalition, formed in 2016, that adds roughly ten non-member producers — most importantly Russia, plus Kazakhstan, Mexico, Oman and others — to coordinate output alongside OPEC. Together OPEC+ is estimated to control roughly half of world production, which is why its meetings move prices more than OPEC alone could on its own.

Which major producers are neither OPEC nor OPEC+?

The United States, Canada, China, Brazil, Norway and Qatar are among the largest producers with no output-coordination role in OPEC or OPEC+ — each sets its own production independently. The US is the largest oil producer in the world and has never been an OPEC member.

Why isn't the UAE on this page's OPEC list?

The UAE left both OPEC and OPEC+ effective May 1, 2026, after a dispute over its production quota — see the UAE oil profile for the full story. It is shown here as a non-OPEC producer, which is now accurate.
